PROBLEM TO BE SOLVED: To provide a desulfurization agent capable of removing sulfur in a petroleum hydrocarbon oil and having a long service life, a method of desulfurization capable of removing sulfur in the petroleum hydrocarbon oil to a low concentration and a method of manufacturing hydrogen for a fuel cell. SOLUTION: At least an element selected from the 17th group of elements on periodic table is carried on a carrier as the desulfurization agent for the petroleum hydrocarbon oil. The petroleum hydrocarbon oil is desulfurized by the desulfurization agent and, depending on the circumstances, by the method of desulfurization to be in contact with a second desulfurization agent. The petroleum hydrocarbon oil after contacting with the second desulfurization agent is in contact with a steam reforming catalyst, and then hydrogen for the fuel cell is manufactured.
