PROBLEM TO BE SOLVED: To provide a shutter which (1) is relatively inexpensive, (2) is good in appearance, (3) is excellent in crime preventive function, and (4) carries out satisfactory ventilation without a fear of a peep into a room. SOLUTION: A shutter main body 2 is axially supported in a shutter frame 1, in a rockable manner, and an upper portion of the shutter main body 2 functions as an axial support portion with respect to the shutter frame 1. Further, a stay 3 which maintains an open position and a closed position of the shutter main body 2 with respect to the shutter frame 1, is provided. The shutter main body 2 is constituted of a frame body 20, and a plurality of louvers 23 which each are erected between right and left frame portions 2a, 2a, and inclined downward from the inside to the outside.
