PROBLEM TO BE SOLVED: To provide a heat insulating material having a shape more inexpensively and easily executable without separately executing a moistureproof film and also having moistureproof performance of a house of the next generation standard by using the moistureproof film composed of specific polyethylene and an execution method therefor. SOLUTION: This heat insulating material and an execution method therefor are composed of an inorganic fiber mat (hereinafter referred to as only a mat), the moistureproof film arranged on at least one surface of the mat and an installing support piece (a lug part) extending from at least one side of the mat, and are characterized in that the moistureproof film has the thickness of 0.03 to 0.09 mm and moisture permeable resistance not less than 170 m2.Hr.mmHg/g.
