PROBLEM TO BE SOLVED: To provide a supervisory system and its motion detection method that can detect the motion of a picture photographed by an image pickup section at high speed with high accuracy. SOLUTION: In the case of parallel movement of a photographing area in horizontal and vertical directions through the movement of the image pickup section 1, a system control section 3 obtains motion vector information of the photographing area itself on the basis of an image pickup section drive control signal A, and a motion vector detector 17 sets a retrieval area to a target macro block of a current frame picture, corrects this retrieval area with the motion vector information of the photographing area itself and uses the corrected retrieval area to detect a motion vector.
