PROBLEM TO BE SOLVED: To realize the reduction of the quantity of reviewing work in software development and the remarkable reduction of a developing cost by realizing the measurement of the number of the performing steps of a processor to be a criteria when evaluating the processing ability of software before mounting a real machine. SOLUTION: A data base part 12 holds a database corresponding to a source code and the number of performing steps expressing correspondence between the number of the performing steps of a processor and a source code in mounting a program real machine. A dynamic step virtual measuring part 11 refers to the database corresponding to the source code to the number of performing steps to obtain the number of dynamic steps corresponding to an input source code.
