PROBLEM TO BE SOLVED: To monitor a large scale local disaster over a wide region for a long time with a simple configuration. SOLUTION: The local disaster protecting monitor system is a system for monitoring the breakdown or collapse of a large scale building, bridge or tower or an unstable earth and sand slope, etc., and the occurrence of a fire or other disasters and is provided with an optical image forming means 1 and 2 arranged at a high place to collect circumferential light information and to form an image, an image collecting means 3 arranged in an image forming part by the optical image forming means to convert optical information into an electric signal and to collect image data and a disaster monitor means 4-7 for comparing image data being different in time, which are collected by the image collecting means, and monitoring the occurrence of the disaster. The optical image forming means 1 and 2 are arranged at the high place being open to a visual field in all directions to monitor the large scale of local disaster in the wide region.
