PROBLEM TO BE SOLVED: To provide an industrially advantageous method for the steam reforming of hydrocarbon by the use of a catalyst capable of decreasing the deposition of carbon at a low steam/carbon ratio and having high activity and long-life comparable to those of the single use of a noble metal catalyst. SOLUTION: A hydrocarbon is reformed by a steam-reforming method comprising the supply of the hydrocarbon and steam to a catalyst layer. The catalyst layer is at least composed of an upstream catalyst layer composed of a heat-resistant ceramic material and a downstream catalyst layer containing at least one component selected from among ruthenium component, rhodium component and nickel component.
