PROBLEM TO BE SOLVED: To obtain a decorative plate having the feel of natural material which can hardly be obtained with the use of conventional printed paper and to obtain various appearances by appropriately changing the tone and pattern of the decorative paper of a substrate. SOLUTION: A release sheet 5 and a cushioning material 6 are arranged on the surface side of surface paper 1 impregnated with a plant-incorporated resin which is obtained by incorporating a melamine resin into overlay paper mixed with plant fibers and/or chips, resin-impregnated decorative paper 2 and resin-impregnated core paper 3 are arranged on the back side of the surface paper 1, and they are hot-pressed.
