PROBLEM TO BE SOLVED: To provide a method of manufacturing a mold, producable at a low cost, capable of easily fabricating the shape of a mold wall in accordance with the shape of a cushioning material to be molded. SOLUTION: The cushioning material to be thermoformed is produced from a matrix of fiber aggregate of short crimped synthetic fibers in which binder fibers having a melting point lower than that of the short fibers are dispersed. The shape of a mold to thermoform the cushioning material is memorized by a cutting machining device as three-dimensional shape data. A board-shaped shape retaining member group (5) having two-dimensional shape is cut by the cutting machining device (4) based on the three-dimensional shape data, and a framework having a desired mold shape is assembled by putting together the shape retaining member group (5) in a parallel cross pattern. The mold for cushioning material is produced by using an air-permeable mold wall having a soft structure pasted on the framework.
