PURPOSE: A method for automatically deciding a collection of data and a report in accordance with interesting rate of an accusation and a speech system by the method are provided to offer an informing news system being progressed transparently with respect to a case by appending a special characteristic of a reporter based on an opinion of an accuser and general viewers using a mass media having a both communication property. CONSTITUTION: Reporting contents are notified on a common network as the Internet(2a). Opinions of general persons with respect to the reporting contents are collected and notified for a predetermined period(2d,2e). A collection of data or not is decided in accordance with the result of the collected opinions(2f). The process of the data collection is reported through the network(2h). An after management as a civil affairs/criminal prosecution and accusation is decided based on the reported contents(2i). The reporting result and the after managing result are notified on the network. |
