PROBLEM TO BE SOLVED: To stably switch the output of data to be recorded and the output of the data to be reproduced even when using a synchronous control means being independent in a recording operation and a reproduction operation. SOLUTION: A system records a video signal for recording inputted in an A/D conversion processing part 18a on a recording medium according to a clock for recording generated in a recording system synchronous control part 42 and outputs the video signal recorded on the recording medium to the outside according to a reproduction system synchronous control part 44. When the video signal for recording inputted in the A/D conversion processing part 18a and the video signal for reproduction which is recorded on the recording medium and is decoded and outputted in an MPEGAV decoder 31, are switched and outputted, the video signal for recording is once stored in a frame synchronizer 43 and the video signal for recording stored in the frame synchronizer 43 according to the clock for reproduction generated in the reproduction system synchronous control part 44 and the video signal for reproduction decoded in the MPEGAV decoder 31, are switched and outputted.
