PROBLEM TO BE SOLVED: To monitor highway signals between a wireless base station and a voice signal processor, in a mobile communication system. SOLUTION: A decoder 102a converts a high efficiency multiplex encoded voice signal from a wireless base station via a COD signal timing generating section 3 into a PCM multiplex encoded voice signal and transmits the converted signal to a mobile exchange. An encoder 101a converts the PCM multiplex encoded voice signal from the mobile communication exchange into a high efficiency multiplex encoded signal and outputs the converted signal via a COD signal multiplexer circuit 4. An HW selection circuit 7, a channel selecting circuit 8, and a conversion circuit 9 receive the high efficiency multiplex encoded signal of a required time slot that is received/outputted, coverts the signal into a parallel signal and allows a tested signal RAM 6 to store the converted signal. The stored signal is extracted via a PC interface 10 and analyzed by using a maintenance PC 11.
