PROBLEM TO BE SOLVED: To provide a linear heating element without limit on its fitting place, and its manufacturing method, as well as a floor heating appliance, an electric carpet, and warm toilet seat using the linear heating element. SOLUTION: A heat-emitting part 12 with positive temperature coefficient is formed with two metal core wire parts 11 coated with a heat-emitting compound. The metal core wire part 11 is provided with a core part having flexibility and a conductive part 15 furnished around the center of the metal core wire part. By the fact that the core part 14 provided around the center of the metal core wire part 11, the conductive part 15 is allowed to follow movement of the linear heating element 10, even if the latter is bent or else. Since the linear heating element 10 is free in deformation, it can be deformed according to the place it is stored, hence no limit in the storing space.
