PROBLEM TO BE SOLVED: To solve a problem that a graphic is extracted wrongly due to the disturbance of a picture in the case of using a template, where weight is given to a black pixel part, and extracting the graphic similar to it from the picture. SOLUTION: A minus weight value is given to the white pixel part of an extracting object graphic and a plus weight value is given to a black pixel part to prepare a template A rotated by 180 with its reference point as a center (200) and to prepare a template B obtained by inverting the positive and negative of the code of the weight value of the template A (300). In graphic extracting processing (400), while moving by each pixel on a binary picture 100, the reference point of the template A or B is overlapped to a pixel in the binary picture to add the weight value of the template A to a voting picture as a voting value when the pixel is black and the weight value of the template B to the voting picture as the voting value when the pixel is white. Then, a part where the voting value is maximized in the voting picture is extracted as the position of the reference point of some graphic being the extracting object.
