PROBLEM TO BE SOLVED: To solve the problem that corresponding relation among extremely many channels in broadcasts with charge such as a CS broadcast is unclear in the case of executing a charged broadcast contract by using a package obtained by suitably collecting these channels and that procedures to be executed at the time of changing the contract is troublesome. SOLUTION: A CS broadcast receiver is provided with a view availability discrimination part 15 for discriminating whether a channel specified by a user is viewable or not and notifying the user of the discriminated result, and when the channel can not be viewed, a package-channel correspondence table registration part 14 can automatically retrieve a corresponding package. At the time of changing the contract, data are read out from an ID number storage part 20 and converted into a DTMF signal to be a tone signal and the converted signal can be directly transmitted from a telephone as a sound. A viewing date is always recorded to the viewed channel and the viewed package, and when no-viewing period exceeds a prescribed period, a monitoring part 16 detects the period and guides a contract cancel or the like to the user. When a change of the contract is required, an automatic call is generated from the telephone to execute automatic contract change processing.
