PROBLEM TO BE SOLVED: To solve problems that a monitoring position is restricted only to a single position in a conventional monitoring system using a wireless system, much cost is required for shifting an image photographing device, an image monitoring device for displaying a picture should be exclusively provided and a plurality of monitoring devices cannot be easily installed in a plurality of positions in a monitoring system utilizing a wired system. SOLUTION: Since the image photographing device is wirelessly constituted, a cost required for the shift of the device or the like can be reduced, image monitoring terminals can be simultaneously monitored by a plurality of persons on a plurality of places and picture data can be referred to by utilizing a personal computer used for business or the like. A center side control device provided with a function for individually storing and preserving images sent from a plurality of image photographing devices manages the photographing means of the plurality of places and the monitoring means of the plurality of places and attains processing capable of preventing the contention of respective means.
