PROBLEM TO BE SOLVED: To produce a halogen-free, antistatic adhesive primer that has strong adhesive force and has no fear of bleeding and that generates no dioxin. SOLUTION: The halogen-free, antistatic adhesive primer is a copolymer of an acrylate monomer of a halogen-free quaternary ammonium alkyl sulfate salt represented by formula I: CH2=CHOOCH2CH2N+(CH3)3 CH3OSO3- and an acrylate monomer having an OH group at an end represented by formula II wherein a portion of the copolymer as the skeleton is constituted of a styrene monomer represented by formula III: CH2=CH-C6H5 and an alkyl acrylate represented by formula IV: CH2=CHOOR (wherein R is a 1-4C aliphatic alkyl group and an acrylic acid includes a methacrylic acid).
