PROBLEM TO BE SOLVED: To satisfy the realization of a comfortable cabin internal temperature and the early stop of idling operation of an internal combustion engine according to the state of a vehicle. SOLUTION: A control unit 60 gains an outside air temperature Tout in engine start, an air conditioner set temperature Tac, and an internal temperature Tin from an outside air temperature sensor 51, an A/C set temperature sensor 59a, and an internal temperature sensor 59, respectively. The control unit 60 determines an idling stop start coolant temperature Tsta on the basis of the outside air temperature Tout, the air conditioner set temperature Tac, and the internal temperature Tin, and allows the idling stop when the coolant temperature Tw detected by a coolant temperature sensor 50 reaches the idling stop start coolant temperature Tsta or higher.
