PURPOSE: An apparatus for warning a stopped vehicle violating stoppage line of a pedestrian crossing and a method thereof are provided to induce a right driving habit of drivers to stop before a stoppage line by announcing a warning to drivers violating a pedestrian safety line. CONSTITUTION: An apparatus for warning a stopped vehicle violating stoppage line of a pedestrian crossing includes a vehicle signal sensing part(20) sensing a lighting state of a vehicle signal lamp, a vehicle sensing part(30) sensing a vehicle stopped violating a pedestrian safety line, a setting part(40) setting up the number of one-way lane and time for turning on a warning light before lighting a yellow light, a warning light driving part outputting a driving signal to the warning light installed at the pedestrian safety line and the upper part of a signal lamp, a voice output part(60) announcing a warning to the safety line violating vehicle, a memory part(80) storing signal system time, a watchdog circuit(70) resetting a control part(10) when the control part operates abnormally, and a power supply part(90) supplying power to the above elements.
