PROBLEM TO BE SOLVED: To provide a method for manufacturing a highly fire retardant resin composition not containing halogens or phosphorus compounds. SOLUTION: The method is characterized in that a layered double hydroxide and/or a metallic hydroxide and maleic anhydride are added to a phenol resin or a modified phenol resin and that the blend is then stirred and mixed together with a powdered hard medium until the layered double hydroxide and the metallic hydroxide are dispersed with their average diameters reduced to 1μm or less.
