PROBLEM TO BE SOLVED: To tense a tension member without disrupting and damaging a water stop processing part positioned in a free length part. SOLUTION: A rear end sealing part 36-2 of a packer member 14 for a fixed length part and a tip sealing part 36-3 of a packer member 16 for a free length part are arranged and formed in an intermediate position of an unbond tube 12a being a covering part 12L2 of a partial unbond PC steel stranded wire. A pair of insert plates 48 and 50 having tooth parts capable of meshing with each other are respectively interposed between hoses 28 (28-1 and 28-2) for primary grout and a PC steel stranded wire 12b of a rear end side uncovered part 12L3 adjacent to these hoses by oppositely arranging the tooth parts. This arranging place is firmly fastened by a fastening fixing means 52 such as a wire to integrally connect and fix the hoses for the primary grout to the PC steel stranded wire.
