PROBLEM TO BE SOLVED: To provide a porous epoxy grinding wheel that is appreciably excellent in cutting performance. SOLUTION: The porous epoxy grinding wheel 10 has a grinding wheel structure where a first grinding wheel structure 14 about each pore 12 has a different characteristic from what a second grinding wheel structure 16 for the other area has. First abrasive grains 20 included in the first grinding wheel structure 14 has a greater hardness, size (average grain size) or density (degree of concentration) than second abrasive grains 24 included in the second grinding wheel structure 16. The opening edge of each pore 12 and the other area have respective homogeneous grinding wheel structures to provide cutting performance appreciably excelling that of an existent porous epoxy grinding wheel 50 with no differences in the hardness, grain size and density of such second abrasive grains 24 between the opening edge of each pore 12 and the other area.
