PROBLEM TO BE SOLVED: To carry out the treatments of agitating, mixing, dispersing and the like for a material to be treated in the vicinity of a tank bottom face by a high speed blade in a concentric biaxial mixer with the high speed blade and a low speed blade rotating around the high speed blade. SOLUTION: The high speed blade (17) is positioned close to the bottom face (20) of the tank (19). The low sped blade (18) is provided with a side face blade section (25) extended along side walls (24) of the tank and a bottom face blade section (26) provided on the lower end of the side face blade section (25) extended toward the interior of the tank and facing the high speed blade (11). The side face blade section (25) is twisted in the direction opposite to the rotating direction of the low speed blade, and the bottom face blade section is extended inward by two times or more of the height of the blade, and the interval between the inner end and the high speed blade is at least 10 mm or more.
