PROBLEM TO BE SOLVED: To provide a pellet type grinding wheel that is durable via an appreciably abrasion-resistant abrasive grain layer and can take on unlimited outside dimensions, and a method of manufacturing for the pellet type grinding wheel. SOLUTION: With a mask 4 arranged on a base 2, a catalytic layer 6 is formed on a base surface 3 and next an abrasive grain layer 10 comprising an electroless plating film 9 with abrasive grains 8 dispersed is formed on the catalytic layer 6. When peeled off the base 2, the abrasive grain layer 10 still rendered integral with the catalytic layer 6 provides the grinding wheel 1 in a desirable form.
