PROBLEM TO BE SOLVED: To realize image coding in compliance with the Motion-JPEG 2000 syntax and file format, that is based on the JPEG-2000 standard syntax. SOLUTION: A coding section 20 receives one or more pictures and codes the picture in compliance with the JPEG-2000 standards. The coded bit stream by one picture, coded and obtained by the coding section 20, is fed to an output bit stream generating section 26. The output bit stream generating section 26 successively connects coded bit streams by each picture sequentially, adds various codes to realize the syntax in compliance with the JPEG-2000 standards which are the coding standards to the coded bit stream and imbeds at least one of picture numbers, a coed picture rate and frame-field coding mode information for an interlace picture required for coding a plurality of pictures, to an idle bit of the specified code. |
