PROBLEM TO BE SOLVED: To provide a fluid passing device capable of stabilizing a mounting position of a seal ring member when mounting the device on a mating material. SOLUTION: This fluid passing device has a tubular body 2 and a mounting panel 4. The mounting panel 4 has a through-hole 43 capable of facing a fluid opening 92 of an internal combustion engine 9 and a fixed groove 44 formed into a ring-shape around the through-hole 43. The tubular body 2 has an insertion cylinder wall part 21 inserted into the through-hole 43 and a folded back cylinder wall part 25 is folded back and formed to an outer diameter side and is coaxially fitted into the fixed groove 44. A tip part of the tubular body 2 is equipped with a seal ring member 6. The seal ring member 6 has a ring- shaped fitting and fixing part 60 which is fitted and fixed coaxially with the fixed groove 44 together with the folded back cylinder wall part 25 and a ring- shaped seal part 62 continuously provided on the fitting and fixing part 60 and closely coming into contact with an outer peripheral side of the fluid opening 92.
