PROBLEM TO BE SOLVED: To form a coating film of a continuous or dense distribution of an active component of flux on desired positions of a circuit board by distributing fine particles of water in a dense state. SOLUTION: In a method of applying a flux that applies a water-based flux to the circuit board, fine particles of water are deposited on the circuit board 11 by dew condensation, and the active component of the flux is attached on the circuit board 11 on which the fine particles of water are deposited.
