PROBLEM TO BE SOLVED: To provide a high-output density electrochemical capacitor by a method where, with electrodes having a good responsibility obtained by controlling the structure of conductive polymer electrodes, such the conductive polymer electrodes are utilized for the capacitor. SOLUTION: An electrochemical capacitor 1 is constituted into a structure that a capacitor film formed by mixing a fine grain-shaped and/or fiber-shaped carbon formed with an ion-dissociative group with conductive macromolecules is formed on a conductive substrate to form the composite film into conductive polymer composite electrodes, and an ion-permeable porous separator 4 is pinched between such the conductive polymer composite electrodes 2 and 3.
