PROBLEM TO BE SOLVED: To provide a water dilutable phenol resin composition excellent in adhesive strength with various base materials, storing stability, low in unreacted phenolic monomer components. SOLUTION: This resin composition comprises (a) 100 pts.wt of resol type phenol resin including <=10 wt.% of unreacted phenols, having water reducibility >=200 pts.wt to 100 pts.wt of the resol type phenol resin and pH 5-10 compounded with (b) 0.5-20 pts.wt of a liquid hydrophilic epoxy resin.
