PROBLEM TO BE SOLVED: To solve the problem with a conventional steering device that because it needs both a special tool for fastening a locknut to the end of an output shaft within a hole in a housing and a tool for screwing an end plug into the hole in the housing, the process of changing the tools during assembly is required, making it troublesome to assemble the device. SOLUTION: The locknut 13 is fitted around a thread 12 on the end 11 of the output shaft 1 via the end plug 17, with engagement projections 20 and 26 brought into engagement with each other. Thereafter, the engagement projections 20 and 26 are moved out of engagement with each other and the end plug 17 is screwed into the hole 15 in the housing 4. A single spanner or the like which engages with the hexagonal head 25 of the end plug 17 is used on a consistent basis, from the fastening of the locknut 13 to the fastening of the end plug 17.
