摘要 <p>PROBLEM TO BE SOLVED: To provide a moving picture coder with high error immunity. SOLUTION: The moving picture coder is provided with a means that divides an input image of an input moving picture signal into blocks, a means that predicts a signal to generate a prediction signal according to a prediction mode selected among prediction modes each including a motion compensation prediction mode and an in-frame prediction mode by each block, a means that obtains a DCT coefficient by applying DCT transform to a prediction error signal being an error signal between the input moving picture signal and the prediction signal and a means that quantizes the DCT coefficient. The moving picture coder is characterized in the provision of a multiplexer means that combines information denoting the prediction mode with respect to each block and DC component information of the DCT coefficient with respect to each block obtained when the in-frame prediction mode is selected and AC component information by a plurality of blocks and that arranges them in the order of higher importance and multiplexes them.</p>
