PROBLEM TO BE SOLVED: To take electrical and quantitative measurements of the electrical characteristic of a material from the outside without depending on a tester's touch and vision, the electrical characteristic being determined by the condition of a tissue formed in the material. SOLUTION: An auxiliary electrode 5 and a main electrode 7 are arranged in parallel on an electrically conducting board 1. The conducting board 1 is covered with a shield case 11 in such a manner as to cover the auxiliary electrode 5 and the main electrode 7. A signal source 13 is connected to the auxiliary electrode. An output part 27 is connected to the main electrode 7. The output part 27 compares a signal outputted from the main electrode 7 in accordance with impedance about a lump of material 9 disposed between the auxiliary electrode 5 and the main electrode 7 with a reference signal previously obtained by the lump 9 of material serving as a reference product, and outputs a difference between the output signal and the reference signal.
