PROBLEM TO BE SOLVED: To satisfy a requirement for providing a heater that can be installed at any of a ceiling surface, a wall surface and a floor surface for performing a heating operation; provide a heating heater that can be easily installed at a heating facility; and further provide such a heater as one not producing any electromagnetic wave harmful against health of a person during a floor heating operation. SOLUTION: This invention relates to a heat panel formed by some metallic pipes having semiconductor heaters of self-controlling characteristics. The heat panel can be installed at any of a ceiling surface, a wall surface and a floor surface. In addition, the semiconductor heaters acting as a heat source generate heat by resistor elements composed of cross-linking polymer and conductive carbon.
