PROBLEM TO BE SOLVED: To provide a device and a method for controlling an internal combustion engine for driving a swirl generating valve by a facilitated drive means in consideration of an installation space and cost for a swirl generating valve drive means. SOLUTION: This internal combustion engine control device comprises a lean-burn engine 25 for combusting air-fuel mixture at an increased ratio of air to fuel, a swirl generating valve 8 for adjusting, in the lean-burn operating area of the lean-burn engine 25, the swirl strength of air for combustion in an intake port, an accelerator pedal 1 for setting the acceleration requirement of a vehicle, and a mechanical connection means for mechanically connecting the accelerator pedal 1 to the swirl generating valve 8 and capable of setting the opening of the swirl generating valve so that a lean air-fuel ratio combustion limit is increased, thereby facilitating and reducing the cost of an induction system including the swirl generating valve for adjusting the swirl intensity of the air for combustion in the intake port and its drive means, and increasing the lean air-fuel ratio combustion limit.
