PROBLEM TO BE SOLVED: To provide a direct heating type thermal fixing roller whose reliability is high, which is excellent in temperature distribution all over the surface and whose temperature distribution at the time of rising is made nearly uniform by restraining the positional deviation and the deformation of a heating element pattern occurring when the heating element sheet is positioned with respect to an insulating body sheet or when a laminated body sheet is fixed on the inner surface of a roller core bar even in the case of adopting a parallel meandering type heating element pattern in the thermal fixing roller obtained by laminating and integrating the insulating body sheet and the heating element sheet on the inner surface of the core bar. SOLUTION: This thermal fixing roller is equipped with the roller core bar 1, and an insulating layer 2 and a heating layer 3 consisting of an electric resistor in a parallel meandering pattern which are successively laminated on the inner surface of the roller core bar. In the thermal fixing roller, the insulating layer and the heating layer are cylindrically wound in a state where the heating element sheet 13 is superposed and stuck on the surface of the insulating body sheet 12 and laminated on the inner surface of the roller core bar, and a positional deviation regulating means 15 regulating a condition that the heating element sheet stuck to a specified position on the surface of the insulating body sheet is positionally deviated from the specified position is provided on the insulating body sheet.
