SOLUTION: When service management information is decided on the basis of viewer information obtained from a viewer possessing a receiver with respect to a service to a viewer, a transmitter transmits service reception control information, including the decided service managent information and information to identify a reviver receiving the service management information. Then the receiver identified by the service reception control information sent from the transmitter receives the service reception control information.
