PROBLEM TO BE SOLVED: To solve a problem in a conventional damping device for torsional vibration that the reaction force for driving a sheave truck is added to an operator cab connected to a traverse trolley, which impairs the comfortableness for a driver, when a time necessary for stopping the torsional vibration is shortened to the utmost to improve the efficiency of the loading work. SOLUTION: A pair of rotary arms 50a, 50b rotating in a plane and driving devices 51a, 51b for rotating and driving the rotary arms are mounted on the upper left and right ends of a hoisting accessory 22 mounted on a suspended load 23 such as a container, for suspending and supporting the same, and the force or torque in the direction opposite to the parallel vibration or the torsional vibration of the suspended load 23 is added by rotating the rotary arms, whereby the parallel vibration and the torsional vibration of the suspended load can be simultaneously eliminated, and the bad influence on the operator cab can be eliminated.
