PROBLEM TO BE SOLVED: To solve the problem due to the fact that the transfer destination of a physical frame capsuling an IP packet is conventionally specified to one by a destination IP address. SOLUTION: An Internet packet exchange device 1 is provided with a state monitoring part 3 for acquiring the operating state of terminal equipment identified by the destination IP address described on the header of the IP packet capsuled into received physical frame and the operating state of a repeater existent on a route to this terminal equipment and a destination physical frame transfer network address specifying processing part 2 for specifying the address (physical address) of the physical frame to be exchanged on the basis of the acquired operating states.
