PROBLEM TO BE SOLVED: To permit correct and stable open/close control for valves by keeping the output time of open/close control signals within a short time, preventing water hammer or other undesirable phenomena, even when the opening deviation is large. SOLUTION: The valve set opening which corresponds to the set flow rate for the target valve to be controlled, is calculated on the basis of the loss factors for plural openings which have been set in the controller and the differential pressure before/after the valve which is read into the controller. Then the open/close control signal is output to the valve by inching, until the deviation between the plural set openings calculated as above and the current opening comes into a prescribed range.
