PROBLEM TO BE SOLVED: To issue an IC card by easily down-loading a multi-application (applet) corresponding to an IC card to the IC card corresponding to the applet. SOLUTION: In this IC card system for operating data processing by using IC cards 51, 52, 53,..., 5m on which plural applications can be loaded, an applet distributing server 2 for distributing applications to the IC cards is provided with a data base managing function for managing a data base 6 for recording and managing information related with the execution environment of each classification of the OS of the applications related with plural IC cards and information related with the execution environment of each classification of the OS of the applications to be distributed and an automatic distribution applet selecting function for selecting and distributing the applications corresponding to the execution environment common to that of the IC cards by referring to the information stored and managed by the data base 6 at the time of disturbing the applications to the IC cards 51, 52, 53,..., 5m. |
