PROBLEM TO BE SOLVED: To provide an operation device which enables even a right-handed or left-handed person to smoothly make operation. SOLUTION: This operation device has a rotary encoder which has a rotatable shaft and outputs pulse signals by rotation of this shaft, a dial section of an approximately cylindrical shape which is inserted with this shaft, a device section which fastens this rotary encoder and a panel section which has a first operation switch which exists on the left side of this dial section and a second operation switch existing on the right side of the dial section. The panel section is installed to the device section turnably around one point offset from the center of the shaft. The distances between the first operation switch, the second operation switch and the dial section are changed by turning of the panel section.
