PROBLEM TO BE SOLVED: To guarantee safety similar to that of a bank safe-deposit box by performing access to preserved data only under a condition that a user himself or herself and a reliable third person are present. SOLUTION: When a user inputs digital data from a private terminal 3, an enciphering and decoding device 2 enciphers the digital data with the key of a user, and preserves the data enciphered with the key of a third person as preserved data in a preserving container 1. In extracting the preserved data, the enciphering and decoding device 2 extracts the preserved data from the preserving container 1, and decodes the preserved data with the key of the third person, and then decodes the decoded data with the key of the user for restoring the original digital data. It is possible to perform access to the digital data from the private terminal 3. |
