PROBLEM TO BE SOLVED: To provide a medium issuing device which can be made small without impairing medium setting property. SOLUTION: A press plate 12 for pressing a medium 8 is supported by a press lever 19. The top end side of the press lever 19 is supported so as to be rotated by a post 18 provided in front of a stacker 7, and the rear end side of the press plate is supported so as to be rotated on the rear end side of the press lever. The press lever 19 can be rotated until the rear end side becomes higher than the post 18 and by rotating the press lever 19, the rear end side of the press plate 12 is carried higher than the post 18 so that a space required for setting the medium 8 can be formed.
