PROBLEM TO BE SOLVED: To provide a heating roller for a fixing device having a press-contact elastic body which does not fire even when temperature abnormally rises. SOLUTION: As for this heating roller for a fixing device equipped with a heating layer by a resistance heating element, a heating sheet 50 constituted by providing the resistance heating element 34a (heating layer 34) between a 1st insulating layer 33 and a 2nd insulating layer 35, which are made of heat resistant material, is provided on the inner peripheral surface of a cylindrical roller main body 31 in a state where the layer 33 is brought into contact with the inner peripheral surface of the main body 31. A body obtained by rounding a metallic sheet type spring 40 to be cylindrical as the press-contact elastic body is inserted in the main body 31, and the sheet 50 is pressed and fixed on the inner peripheral surface of the main body 31 by the elastic force of the spring 40.
