PURPOSE: Provided is a water-soluble metallic coating composition which is excellent in dispersibility in pigments and prevents the generation of hydrogen gas when dispersed in water, and which has a good adhesiveness to a binder resin. CONSTITUTION: The composition comprises a water-soluble aluminum paste. The paste is prepared by the steps of (i) reacting aluminum flakes with an o-phosphoric acid derivative compound of formula(1), and a compound having at least one epoxide groups and at least one aromatic or aliphatic compounds in molecule, to form a salt derivative, (ii) adding prepolymer having an ethylene oxide group and isocyanate group at the end thereof, to the salt derivative, and bonding them by coordinating to form a grafted organic phosphoric acid polyester, and (iii) treating the grafted organic phosphoric acid polyester with protective agent for metallic pigment.
