PROBLEM TO BE SOLVED: To provide an apparatus capable of starting a blower for feeding a conveying wind for conveying a fertilizer to a feeding position of a field surface so as not to cause fertilizer clogging and performing operation control of the blower so that influences of an operating sound of the blower on an operator can be suppressed when the fertilizer feeding is not required. SOLUTION: This apparatus for feeding a powdery or a granular material of a rice transplanter is designed to grasp a state in which an engine is started and the engine speed reaches 1,000 rpm as a state in which the wave form of an attached charge coil 63 is stabilized, start the blower 29 when the stabilized state continues for 1s and thereby suppress the fertilizer clogging, or the like, due to forgetting about the starting of the blower 29 when restarting the operations.
