PROBLEM TO BE SOLVED: To provide a polymer membrane which has a stable liquid-repellent performance and is excellent in adhesion to a substrate, hardness and abrasion resistance; a liquid-repellent membrane forming solution which has an excellent membrane-forming performance to use for forming the above polymer membrane; a polymer compound for use in the above solution; and a method for producing the above polymer compound. SOLUTION: The polymer membrane is characterized in that it is a membrane composed of a polymer having fluorine-containing polymer chains, the chains aggregating to form the clusters scattered in at least one of the inner layer and the surface of the membrane. There are disclosed a liquid- repellent membrane forming solution which can be used to give the above polymer membrane, an article which is surface-modified by the polymer membrane, a surface-modifying method, a polymer compound for the polymer membrane, and a method for producing the polymer compound.
