PROBLEM TO BE SOLVED: To prevent the deviation of an anchor position anchored to the ground and, in a place where the base rock is covered with a surface soil layer, and also to prevent the deformation of the top portion of an anchor anchored to the base rock in the surface soil layer. SOLUTION: A cylindrical body 15, of a vane device 10 at the upper portion of the anchor 40 anchored to the base rock 3 is inserted through a jig 20, and the vane device 10 is driven into the surface soil layer 2 with a driver 50. The vane device 10 is equipped with vanes 11 to 14, and ropes 4, 5 fixed to the top end portion (head portion) of the anchor 40 are so located that the tensioning direction by the fixed ropes 4, 5 come to the center of the neighboring vanes.
