PROBLEM TO BE SOLVED: To enable not only good toner removal but good toner fixing without generating an extraordinary noise resulting from the vibration of a web 31 or the winding off phenomenon of the web 31 in a fixing device used by combining a roll 40 for cleaning and a web 31 for cleaning in order to remove toner adhering to a fixing roll 10. SOLUTION: A roll is used as the roll 40 for cleaning, subjected to the surface treatment by which the releasing property to the toner is made better than the releasing property in the flat and smooth surface of the metal roll, however made inferior to the releasing property of the surface of the fixing roll 10.
