PROBLEM TO BE SOLVED: To provide a wet developing device and a wet image forming device capable of forming a high-quality image by preventing the fogging of the image. SOLUTION: A sweep roller 43 is provided on the downstream side of a developing nip part formed by making a developing roller 42 abut on a photoreceptor drum 1 in the rotating direction of the drum 1. The roller 43 installed to be pressed to the drum 1 so as to put a developed toner layer in between, and its surface is moved at nearly equal speed to the surface of the drum 1. Bias voltage (250 V) near to toner layer surface potential (100 to 200 V) on the drum 1 is applied to the roller 43 so that toner may not be peeled from the toner layer after developing. Thus, excess toner suspended on a surface part after developing is moved and removed by the roller 43 so as to prevent the fogging of the image.
